This visual condition is caused when the when the sealed gas between the glass panes escapes and is replaced with unfiltered air. The air has contains moisture traces of pollutants. When environmental conditions are correct condensation forms between the panes of glass; once the moisture dries, it leave the pollutants behind causing the window to appear dirty or fogged
